「莫薩克．馮賽卡律師行」由68歲的莫薩克和63歲的馮賽卡創立，30多年後在設空殼公司這範疇成業界翹楚，據報在全球35國家或地區有分公司，但作風向來神秘低調。

莫薩克1948年生於德國，其後一家移居巴拿馬，在大學修讀法律。他父親二戰時是「納粹武裝親衞隊」（Waffen-SS）成員，而他戰後曾提出為美國中央情報局（CIA）當間諜，找出潛逃到南美的納粹分子。
