教育局課本評審小組早前審查本港高中歷史教科書，當中一直沿用的「中國堅持收回香港主權」、「香港位於中國南方」等字眼，竟被指「措辭不恰當」。教育局局長楊潤雄其後辯解，指中國在歷史上一直擁有香港主權，故「不涉及任何收回」，言論引起譁然。惟中聯辦教育科技部長李魯卻稱：「香港主權當然要收回。」
