【本報訊】宣佈不競逐連任的特首梁振英，今發表任內最後一份施政報告，將交代競選政綱承諾的社福及勞工三大議題，其中退保料不會全民推行，只增一層有經濟審查的現金援助；強積金對沖擬以「劃線」取消，但需降低計算僱員遣散費和長服金工資比率；標時仍需待標時委員會本月底提交報告。三大承諾料最終要由下屆政府「執手尾」。
