【本報訊】特區回歸20周年前夕，主管港澳事務的全國人大委員長張德江昨稱香港不實行三權分立，而是實行特首為核心的行政主導，指中央依憲法和《基本法》對港行使全面管治權，一國兩制下中央與香港的權力關係是「授權與被授權」而非「分權」，不容許以高度自治為名對抗中央權力。民主派斥張德江將「三權分立」重新演繹成「一權獨大」，欲收窄香港的自治空間。
