林吉祥一开始先追问议长为何有权利禁止公开选区重划报告，但是议长禁止林吉祥发言，进而引发双方骂战。朝野议员也加入战围，国会现场顿时一片混乱。
由于林吉祥拒绝噤声，议长于是下令驱逐林吉祥，更放话可能冻结其议员资格。
