【本報訊】耗資14.6億元的新一代智能身份證下月底開始分階段更換，但部份年滿11歲或18歲、新來港、補領或更改資料的市民可於昨日在入境處五間中心申領新證，其中位於長沙灣政府合署的人事登記處昨出現系統故障，每宗換領申請都受到延誤，五小時只處理了50多個申請，導致大批市民在登記處苦候。
