财政部特别官员潘俭伟表明，新政府将延续前朝政府提升土著承包商的目标，但是手法会有所调整。
潘俭伟说，“我们都同意，如果有工程只公开给土著承包商，我们要这项工程在土著承包商之间公开竞争。”
“至少我们可以让土著承包商的当中一些人，向上提升到尖端，而那些做不到的，就会掉入底层。那些足够优秀的，最终就能在更大的市场上竞争。”
他补充，“所以落实的方法会改良让它更具竞争的过程。”
