政府決定為財政預算案「補鑊」，決定為符合條件的約280萬人派錢4,000元。港大社會科學學院講師丘梓勤於港台城市論壇中批評，政府今次是補漏，即預算案時「漏咗」，「冇交足功課依家補交」，質疑為何之前做如此多諮詢，但最終仍有遺漏，反映政府在公共財政及諮詢方面出問題，未能有效聆聽及分析民意。
