【本報訊】申訴署調查顯示，店舖阻街問題日趨嚴重，因食環署如無牙老虎，警告多、檢控少，甚少充公阻街貨物，刑罰阻嚇力微，店主普遍將罰款當交租。而對旺角花墟等已獲准酌情伸展舖位的地點更過於厚待，不少店主得寸進尺，行人被迫出馬路。申訴署並批評食環署對店舖與流動小販又採取雙重標準，用較重的非法販賣罪告流動小販。
