【本報訊】港人習慣「碌卡」購物，遇上商戶倒閉時難以追討損失。消委會調查指信用卡退款機制欠透明，分期付款更不受退款保障。去年California Fitness倒閉後，消委會指68人曾循機制要求退款，38人因分期付款被拒，僅一人獲退款。消委會建議政府立法，商戶倒閉時消費者可直接向發卡機構申索。
