【本報訊】全面膠袋徵費明日起實行，回顧2009年起首階段膠袋徵費，每季派發膠袋量曾跌至1,142萬個，但2010年中開始回升，去年第三季派出1,852萬個膠袋，較最低位大升六成，創立法後單季新高。綠領行動總幹事何漢威批評政府只在初期宣傳教育，加上自由行及旅客增加，令派袋量激增。
