【本報訊】在整筆撥款下，社署按社福機構人手編制，以公務員總薪級表的中點薪級作撥款基準。2016/17年度至少24間機構的最高層員工總年薪逾150萬元，高於社署總社會工作主任（CSWO）頂薪點；當中5間機構的最高層員工總年薪更達首長級官員人工，但前線員工薪酬能否也超越頂薪？卻又未必。
