新一屆立法會周三(10月12日)首次舉行大會，70名當選議員當日須根據《宣誓及聲明條例》要求宣誓就職，但因誓詞中有「擁護基本法」、「效忠特區」等字眼，過去幾屆都有議員自行「加料」或斬件讀出誓詞而惹起爭議。黃毓民上屆更用咳聲「咳」走「共和國」、「特別行政區」等字眼，被指沒有完成宣誓，幾乎因此喪失議席。
