Communications minister Fahmi Fadzil told reporters that the Cabinet did not discuss the need for the Pardons Board to elaborate the grounds of former prime minister Najib Abdul Razak's partial pardon.

Fahmi, who is also the government's spokesperson, added that the Board has never had to explain its decision.
