In a press conference on Jan 25, Penang Chief Minister Lim Guan Eng refuted allegations that the Acknowledge of Commitment signed by the state government with China Railway Construction Corporation (CRCC) was not a legally-binding document and was not officially stamped. He showed a copy of the signed document with stamping to the pressmen.
