Milagros – meaning miracle – is the only unseparated mermaid child in the world. Her parents, Sara and Ricardo, are anxiously waiting a life saving operation from plastic surgeon Dr Rubio – but as preparation drags on their trust wanes. Dr Rubio has grand ambitions of a government position and plans to use the Mermaid baby to publicise himself and his friend the Mayor who hopes to run for President. As the surgery finally goes ahead – and is televised live – will Dr Rubio and his sidekicks mess it up?
