Inspector-General of Police Tan Sri Khalid Abu Bakar said there is no need for the new National Security Council (NSC) Act to be used on the proposed Bersih 5 rally.He said the rally, should it take place, would be under the provisions of the Peaceful Assembly Act (PAA) 2012
