In his speech at a gathering of civil servants at the Putrajaya International Convention Centre today Prime Minister Najib Abdul Razak took jabs at Penang Chief Minister Lim Guan Eng and the Selangor government.
He said a failed state is one that builds a tunnel which is yet to be completed and one where leaders get votes and the people get buckets.
