Kedah MB Muhammad Sanusi Md Nor has claimed that Penang belongs to Kedah.
He said Kedah and Penang do not have a border because Penang still belongs to Kedah and added that Kedah only shares a border with Perak and Perlis.
He said this after signing the land and maritime boundary agreement between Kedah and Perlis at Wisma Darul Aman in Alor Setar yesterday.
