【本報訊】嚴重塞車已是本港常態，交諮會工作小組經8個月研究，向港府建議12招舒緩塞車問題。建議主要向數量大增的私家車「開刀」，包括在兩年內增加私家車首次登記稅15%及加牌費80%；同時加強執法不再向司機口頭警告，加交通違例定額罰款至少40%；
