政府會在本月25日向立會提出無約束力議案，為高鐵「一地兩檢」鳴鑼開道，在建制派人數多於民主派下，議案幾乎篤定獲得通過，而無約束力政府議案這招數，政府以往也曾用過，旨在為爭議事項造勢。
