前副卫长李文材认为，限行令并不会在预期的2月9日结束。反而会继续延长多两个星期至华人农历新年后。
也是公正党卫生事务发言人的李文材发文告指出，新增病例不会在2月9日少于1000宗。因此，政府必须采取措施减少每日确诊病例。
此外，他促政府千万不要在最后一分钟才通知人民要落实限行令，好让商家和人民有充足的时间做准备。
他也呼吁国安会别再发出"半生熟"的指令，应该统一落实实限行令的日期。
