能源、绿色工艺与水务部部长麦西慕回答行动党太平区国会议员倪可敏时表示，全马需要更换的老旧水管总长度达4万3390公里，所需总拨款为110亿，惟第十大马计划（5年）拨款近10亿令吉。倪可敏因此认为，“根据政府的表现，要更换所有的水管，需要耗时55年，直到2070年。”
