The Government's attempt to put Sabah and Sarawak as equal partners with Peninsular Malaysia failed when they were unable to secure a two-thirds majority in the Dewan Rakyat to amend the Federal Constitution. Pakatan Harapan only managed to secure 138 votes. No lawmakers disagreed but 59 of them abstained from voting.
