Minister in the Prime Minister's Department Datuk Liew Vui Keong said other governments should review their laws to differentiate drug lords from those being used as mules to deliver the drugs.
In his speech at a forum on Tuesday in conjunction with the International Human Rights Day, Liew said drug mules deserved to be jailed but not hanged.
