Subsidies will cost RM81 billion this year, higher than the RM64 billion budgeted earlier, said Prime Minister Anwar Ibrahim.
Anwar argued that the subsidies mostly benefited the rich and 3.5 million foreigners.
He said therefore, the government will rationalise subsidies in phases from next year and any savings will be channelled to "Sumbangan Tunai Rahmah scheme".
