MACC chief commissioner Dzulkifli Ahmad questioned why Penang needed an invitation to sign the anti-corruption pledge.
Dzulkifli said that the agency did not issue any letters to other states and were instead contacted voluntarily by them.
This was in response to Penang Chief Minister Lim Guan Eng who denied his government has refused to sign the pledge, saying that the MACC had not approached them to do so instead.
