Bar council lawyer Syahredzan Johan laid out the details of Section 233 of the Communications and Multimedia Act 1998, which was cited in the blocking of news portal The Malaysian Insider and found that the section is a criminal sanction which does not grant the Malaysian Communications and Multimedia Commission (MCMC) any power to censor nor block the internet but rather, only to perform an investigation on the matter.
