Authorities are unhappy with the scorched paddy fields throughout Kedah and Perlis which bear the evidence of open burning. However, State Environment Committee chairman Datuk Dr Leong Yong Kong says paddy farmers are allowed to burn provided if there is supervision by an agriculture officer who would set certain conditions.
