Zahid: Only 0.04% of Malaysian prisoners become repeat offenders

Deputy Prime Minister Ahmad Zahid Hamidi revealed a statistic today from the Home Ministry that only 0.04% of prisoners in Malaysia end up becoming repeat offenders, using it to back his praises for the effectiveness of corretional facilities and action in the country.
He compared it against the American state of California where according to him, 68% of prisoners become repeat offenders.
