Answering a question on why a Google search of "Why is Malaysia so" auto-completes as "Why is Malaysia so stupid" during a forum organised by IDEAS on 8 February 2014 Paul Low says not everything a minister says is government policy, sometimes they're just thinking aloud.

However he says the government needs to improve on how it communicates on issues, efforts that he says are already underway.
